The maesters are an order of scholars, healers, messengers, and scientists. They educate new students at the Citadel , which is located in Oldtown , a city in the Reach. House Hightower was integral in the Citadel's foundation, and continues to patronize the order. As advisers to the Westerosi nobility, the maesters have largely supplanted the Alchemists' Guild. Students who start their education at the Citadel are known as novices. Once they have earned a link, they become acolytes.
On several occasions in history, a Grand Maester has also been appointed as Hand of the King , serving in both offices at once. While a Grand Maester can conceivably be removed from the Small Council, either by the King or his Hand , he cannot be stripped of his title as Grand Maester. The order of maesters and position of Grand Maester predate the creation of the Small Council by thousands of years, as the council was only formed after the Targaryen Conquest three centuries ago. Kings may still try to influence who gets elected as Grand Maester, similar to how strong kings are sometimes able to influence who gets elected as the High Septon of the Faith of the Seven , but even so this is difficult to achieve. At first, after Tyrion's father Tywin Lannister relieved him of his position as acting Hand, he hadn't intended to reinstate Pycelle.
Ebrose is an archmaester of the Citadel , one of the governing members of the Order of Maesters. At some point early in his life, Ebrose committed himself to the life of a maester, and would have studied at the Citadel in order to forge his chain of service. Eventually he rose through the ranks, ultimately achieving the position of Archmaester, making him one of the most senior members of the order. Samwell Tarly assists Ebrose with the autopsy of Maester Weyland , weighing the organs in a scale. Ebrose suspects that Weyland had died from liver failure due to intemperate drinking. Samwell repeats his request to access the restricted section of the Citadel's library in order to research the White Walkers , a request which Ebrose denies. While Ebrose assures Samwell that he does believe his claims regarding the Walkers, he explains the reason for his reluctance, and emphasizes that the duty of a maester is to be skeptical.
